Public Trash Bins

July 28, 2024

Email from St. Armands Residents Association President to City Manager:

An upset resident sent me the two photos below of an overflowing trash bin on St. Armands, taken Saturday around 7pm.

Over the years, I've received several such photos, but typically taken in-season, on a holiday weekend, or when some big event was going on; never before on an arbitrary Saturday in the middle of the summer. This suggests to me that the number and/or size of St. Armands trash bins, and/or the city's level-of-service to empty them, may not be adequate.

While the city may distinguish between the CT district on St. Armands and the residential neighborhood, I've come to learn that residents don't make that same distinction. To residents, it's all the same place, and they don't understand why the high property taxes they pay can't keep things looking nicer (and more sanitary).

The city's own website refers to St. Armands as a "jewel of Sarasota" and our Vice Mayor recently presented data indicating that St. Armands was the #1 tourist destination in all of Sarasota County. Is this what we want people to see when they come to St. Armands?

Response from City Manager:

Thanks for sharing and my truly humble apologies. We will take care of it and do our best to ensure it doesn’t happen especially out of season.

Response from City General Manager, Public Services:

The container shown is being maintained by the adject vendor. Please note the clear plastic garbage bag. The solid waste staff use a dark plastic garbage bag. However, the solid waste staff working to collect other receptacles within St. Armand’s Circle area do monitor those containers to collect/cleanup if these types of issues arise, but we don’t have staff working St. Armand’s Circle in the evenings. Lastly, we don’t know if the actual container was completely filled. With public receptacles, staff has noticed that one large garbage item (i.e. pizza box) not properly placed into the receptacle can look like the container is filled thus for some reason the public keep throwing trash on top of it. This is unfortunate since there is always another receptacle within walking distance (estimate about 10-20 meters between receptacles) along the sidewalks adjacent to businesses in the circle. As of this morning, this receptacle was not an issue, nor did it need assistance by our solid waste staff to collect/cleanup.

Response from City Code Compliance Manager:

We will do our best to keep our eyes on this area to make sure it remains tidy.
